They are generationally the same, they are just packaged differently. It is definately better than Xorg-6.8.
As far as Xorg-7.0 goes, I couldn't get a working installation. There are many packages that are not keyworded for PPC. I hacked the ebuilds of those packages to add the ~ppc keyword, but I couldn't get it to work in spite of successful compilations.
I installed 6.9 on my fresh install, so maybe that is why I didn't run into problems with it.

Aaron, did you use a different method? Is the stage1 tarball really useless?
I used Stage 1 when I did my re-install.
It seems the Gentoo devs are not supporting Stage 1 or 2 anymore. You can read more about it
here.
I am not qualified to say if Stage 1 is useless or not.
Another way to go is to do a Stage 3 intall, then emerge --emptytree world after you are done.
